Авторский надзор как гарантия точной реализации проекта в срок и по плану

Каждый руководитель строительного проекта знает, что строительный проект – “живая” структура, которая видоизменяется не только поэтапно, но и подвержена влиянию разных обстоятельств и новых вводных, которые могут появляться, что называется, по ходу жизни, а не по плану. И строительство – одно из рисковых предприятий бизнеса (мы уже освещали это в статье), в котором каждое отступление от задуманного (по разным причинам), может стоить денег и времени. Даже если проект и его документация полностью согласованы и утверждены – это не гарантия, что все пройдет, как задумано. Могут возникнуть на любом этапе подводные камни – обстоятельства, и для их выявления существует авторский надзор в строительстве.

Пауз и новых обстоятельств в строительном процессе может быть очень много, что не может не сказываться на скорости реализации проекта и растущих затрат на ресурсы. Это могут быть:

  • новые вводные от заказчика – тогда необходимы корректировки в утвержденном проекте;
  • техническая документация архитектурного дизайна была подготовлена с неучтенной ошибкой: задумка архитектора оказалось технически невыполнимой в строительстве по объективным причинам;
  • нехватка, задержка необходимых материалов, вследствие чего бригада решает импровизировать, чтобы не срывать сроки, заменяя на неподходящие материалы;
  • конфликт на этапе реализации: инженер проекта, прораб вносят изменения в утвержденный проект, считая, что их реализация более прогрессивная и надежная, чем в проектной документации.

Более того, априори строительные, монтажные, отделочные работы – это постоянная динамика, в которой возникают неожиданные нюансы, связанные, в большинстве своем, с человеческим фактором.

Это касается низкой квалификации рабочих, возникших разночтений реализации проекта между заказчиком и архитектором или подрядчиком и архитектором, элементарной ошибкой в проекте. Чтобы это вовремя предотвращать, нивелировать, нужен авторский надзор в строительстве, который обеспечит точность исполнения каждого этапа, соблюдение всех особенностей, заложенных в проектное решение.

Что такое авторский надзор в строительстве?

Понятия технический и авторский надзор, казалось бы, имеют точное определение, однако, если судить по регламентирующим положениям в законодательстве России, есть некоторые противоречия по пониманию этих номинаций на практике. Например, по Гражданскому кодексу авторский надзор может проводить не обязательно автор проекта, а вот согласно Техрегламенту о безопасности сооружений – только автор проектной документации может проводить такой надзор. Авторский надзор РК регламентируется идентичными правилами.

Технический надзор гарантирует надежность, качество объекта и его соответствие нормам безопасности и технических стандартов, готовность передачи объекта в эксплуатацию.

It can be carried out by an expert or a group of specialists who are knowledgeable in standardization for controlled operations at the facility. Technical supervision can be carried out by a technical specialist who did not participate in the development of the design documentation.

Author’s supervision of the RK in construction is control over compliance with the design plan, all drawings and working documentation. It is carried out by the author of the project (architect/designer), or an authorized design organization.

There is also the concept of construction control – here there is a broader responsibility and control over compliance with regulations, standards, protocols and the quality of work performed in:

  • engineering surveys
  • urban development plan of the land plot
  • technical regulations
  • permitting documentation
  • design documentation

In general, it can be said that the two types of supervision complement each other and are included in the broader concept of “construction control”. At the same time, it should be emphasized that author’s supervision in construction is considered optional , but an optional requirement of the customer (the regulatory framework gives the right to refuse), although in the case of construction, reconstruction of hazardous production facilities (as well as their liquidation), technically complex projects or some cultural heritage site – it is mandatory.

There is also a definition of author’s control. Author’s supervision is when the author of the project (without the right to transfer to a third party) can control the exact implementation of his project during the development of design documentation and make changes to it. But author’s supervision can be assigned to another person, not necessarily the author.

Author’s supervision: what is included?

1.Who carries out author supervision of the construction of buildings and structures?

  • the author of the project directly (architect, general designer, author of the sketch). And this is determined by the agreement that is drawn up between the customer and the author;
  • other competent project developers (co-authors);
  • persons authorized by the author of the project (for example, design organizations that were involved in the development of individual sections of the design documentation.

The author of the project/construction or an authorized organization, a specialist in author’s supervision of the Republic of Kazakhstan performs comprehensive control over the compliance of construction and installation works with the project.

2.The essence of the work:

  • control over the construction process and its compliance with design documentation;
  • maintaining a log of author’s supervision: entering notes, comments, and marks regarding deviations from the project;
  • proposals for eliminating the deviations found.

3.Stages

  • drawing up an inspection schedule;
  • formation of tasks for implementation;
  • on-site visit;
  • filling out the journal;
  • inspection report;
  • Check for troubleshooting;
  • final measures – acceptance of results.

The person responsible for author supervision in construction must control the implementation of the object exactly in the form in which it was conceived when the project was created.

  • Inspection of the construction site is carried out on a planned basis or at the request of the general contractor. It is necessary to assess the terrain and control the compliance of all design features with real conditions.
  • If necessary and if technical supervision identifies an error, the design documentation must be corrected and revised.
  • Author’s supervision of the RK in construction allows for prompt amendments to be made if they unexpectedly appear on the part of the customer.
  • Author’s supervision can carry out random quality checks of various works.
  • During supervision, both the customer and the contractor may be consulted on all issues related to the project.
  • Author’s supervision is mandatory when making and approving any amendments and modifications that arise during the construction process.

This is a universal, general front of work of the author’s supervision. Depending on the scale of construction or reconstruction, renovation of the building/premises, the area of ​​responsibility for control of compliance of finishing, repair works will include the following services:

  • control over the purchase of high-quality materials, selection of the required color shades specified in the project;
  • communications with suppliers, supervision of their logistics;
  • comprehensive consultations for construction teams on the rules for working with certain materials;
  • making adjustments to the author’s plan in agreement with the working group (foreman, masters);
  • informing the customer about the progress of repairs, renovation, consulting.

The visit of the person responsible for the author’s supervision (architect) is regulated in the contract, the most common practice is once a week, 2 hours. In this case, the general contractor is obliged to provide him with unimpeded access to the construction site.

What does author’s supervision provide in construction?

As practice shows, defects in structures are most often caused by a less than perfect design that was executed flawlessly, or, on the contrary, a technically perfect design that was executed carelessly. So what is author’s supervision? It is control over the correct implementation of a technically sound design.

Successful projects that meet industry standards and customer expectations require thorough verification: from construction documents and specifications to proposals and on-site construction supervision, quality control.

Having a permanent on-site supervisor during the construction phase is an undervalued asset for a project owner.

Author’s supervision of the Republic of Kazakhstan in 2023 resolves the following important requirements for the project:

Quality assurance

If the contractor controls the quality of the work performed, then quality assurance is the responsibility of the author’s supervision (AS).

Quality assurance includes:

  • observing, documenting and monitoring progress;
  • informing the contractor that the work does not meet the objectives, plans, specifications.

This ensures that the project owner receives what he paid for, and the chief engineer receives the specified quality of work and materials.

Thus, the author’s supervision is a link between the engineer’s plan and the actual result of the project. On the other hand, the author’s supervision representative can recommend making adjustments to the project if necessary, but first he/she will definitely consult with the design engineer.

Improved communication between project participants

Communication, especially seamless and real-time communication, between all parties helps move the project forward, moving from one construction phase to the next without delays.

The functions of the author’s supervision in construction include notifications of any construction problems “on site”, which should eliminate the gap in interactions between the engineer and the contractor. In essence, the author’s supervision representative is the “eyes and ears” of the engineer and the owner of the project.

In many projects, work must be carefully coordinated to limit the impact of customer actions and prevent conflicts.

Record keeping and supervisory documentation

Documentation of soil compaction tests, concrete tests, manholes tests, pipeline tests and other specified tests are important quality assurance and are often required by investors to justify funding. The building and structure supervision department ensures that these tests are carried out and the reports are provided to the engineer.

Daily, weekly maintenance of the author’s supervision log – all comments and facts of deviation from the project are recorded there. All detected defects, violations are marked: actions for elimination and deadlines are indicated.

After the inspection, a report on the results is generated. It usually specifies: the scope of the inspection, comments and reasons, a list of measures to eliminate the problems found. Various acts on the inspection of works, structures, materials are attached to the reports. The specialist performing the author’s supervision ultimately accepts the final work on the project and the acceptance of the facility into operation.

By monitoring each stage of work, as prescribed by the author’s supervision plan, you can always see any deviation or mistake that can be easily corrected at an early stage. Detection of a defect or discrepancy after the fact threatens, at best, reworking and additional resources, and at worst – the impossibility of commissioning the facility.
